Supporting Culturally Responsive Leadership in Schools through School Supervision

The Project at a Glance

Project Description

Improving the educational opportunities and social participation of students from marginalized backgrounds requires schools to adopt culturally responsive leadership practices. Achieving this, however, depends on systematic support from school supervisory authorities. To date, the qualification and professional development of school supervisory officers (SSOs) in relation to this responsibility has not been systematically implemented in most German federal states, and SSOs themselves have expressed a need for further training, particularly in advisory and support-related competencies.

Against this background, the KulReF project focuses on the role of school supervision and investigates how schools with a high proportion of students from marginalized backgrounds can be supported by SSOs in establishing culturally responsive leadership practices.

The project aims, first, to identify the conditions for successful support through an international comparative approach. Subsequently, the professional development needs of SSOs will be assessed in two German federal states. Based on these findings, a training module for the qualification of SSOs and a linked self-assessment tool will be developed and piloted in both states.

Following the pilot phase, both instruments can be adapted by other federal states for the qualification and professional development of their own school supervisory personnel. To ensure a continuous practice-oriented perspective, the German Children and Youth Foundation (DKJS), which has extensive experience in collaborating with educational administrations and supporting the qualification of SSOs across several federal states, is involved as a project partner throughout the entire duration of the project. The planned research activities will be conducted by the Technical University of Dortmund.
